Are you certain you are measuring it correctly (I.e. average maximum width at 2 to3 places "around" the belt)? The OEM belt on my '03 was 22.4mm with 16k miles on it. FWIW, the wear limit is 20.85mm so 21.? is within spec, though just barely...
BTW--$83 shipped is a good price, you won't find one for any less...

when i got new tires i had the dealer check on the specs for the belt, he told me that the minimum was 24.2mm, the max should be 25.1mm. the service tech didnt seem too sure about his book though, thats why i went ahead and ordered a new one so that i can compare it and have it just in case.
and i am the second owner of this burgman, it had 3000 miles when i bought it, i wonder if the rubber could be old and just be wearing out quicker

It looks like you are getting the opposite of what the 2007 400 owners experienced when that model came out. We were being sold parts that fit the 2006 and earlier models, and being quoted maintenance requirements for the earlier model that no longer applied.
A service manual will be a great help if you plan to work on your own bike and keep it awhile. It won't take long to pay for itself.

FWIW, the brand shiny new belt I got for my '03 was 23.5+mm wide. I put it in and have the old 22.4mm "worn" belt hanging on a peg in the garage as a "just-in-case" sort of thing...

They misrepresented (or likely more correctly misunderstood) this as well. The " STANDARD/Specification" widths as presented in the tables above represent the widths at which the belt should be replaced. The " LIMIT/Note" widths are the absolute wear limits--I.e. the belt is all done, it's got to go. These are engineering "language barrier" sorts of complications. In the US we usually specify "wear limits" only, the measured value at which the component is shot. The Asians generally present two values as in the tables; one at which it "should" to be replaced, and one at which it "has" to be replaced. American mechanics very often view these as "maximum" and "minimum" specs when they are actually specifying "minimum" and "it's toast"... The good news is this barrier used to be a lot worse...

i try to go into the dealer with all the info i need to avoid confusion like this, i just didnt spend enough time on here to figure it out first. next time ill be able to teach the very confused mechanic something

I know from prior experience with prior scooter that cheap belts will not last... Get a kevlar belt and they last...

The stock belt has para-aramid (Kevlar) reinforcement, it is easily visible as the dusky yellow layer in the belt's backbone. Aramid fiber is one of the things that makes long life "rubber-band" CVTs like that in the 400 viable. The after market replacements are just capitalizing on the fact that most owners don't know that...
